ASRMU was founded jointly by I.M. Sechenov First Moscow State Medical University and Harbin Medical University.

Initially the Association included 10 Russian and 10 Chinese universities, these universities now constitute the ASRMU Regular Council.

This important event was preceded by significant preparatory work. It started one year ago when Harbin Medical University addressed I.M. Sechenov First Moscow State Medical University with a proposal to establish collaboration. The Cooperation Agreement between the universities was signed in October, 2013. At the same time the Rectors proposed to establish a wider association of universities in Russia and China.

The necessity to regulate research and academic contacts between the medical universities of the two large countries has been long pending. Until now such collaboration has had no thematic planning, has been irregular and developed mainly in the neighboring regions of Russia and China.

The Association is aimed at maximizing geographical outreach, making the research process more structured, open, transparent and clear for all stakeholders. It is very important to change the current tradition of bilateral links and foster multi-center collaboration. This will facilitate the search for partners and relevant collaborators, and various phases of research and drug trials will be carried out in several centers simultaneously. We will now be able to combine the unique potential of Russian researchers with cutting-edge infrastructure of Chinese laboratories and hospitals. As a result, we will be able to collaborate in a wide range of areas from high-tech research to academic mobility and joint educational programs.

The project enjoyed strong support from the Ministry of Health of the Russian Federation and the Chinese Ministry of Education. The founding universities compiled strong teams of motivated experts and drew the ASRMU Charter and the Founding Memorandum. Already during the first months we saw a lot of interest in the project from research and academic communities in both countries.

Initially 9 Russian universities responded to the proposal to join ASRMU made by Prof. Petr V. Glybochko, Rector of I.M. Sechenov First MSMU and Chair of the Council of Rectors of Medical and Pharmaceutical Universities of Russia: Amur State Medical Academy, Pacific State Medical University, Peoples' Friendship University of Russia, Northwestern State Medical University, Far-Eastern State Medical University, Bashkir State Medical University, Saratov State Medical University, Kuban State Medical University, and Moscow State University of Medicine and Dentistry.


The main goal of the Association is to represent and protect common professional interests, achieve socially useful goals, as well as consolidate efforts and coordinate collaboration between the leading universities of the Russian Federation, China and other member countries providing education for specialists in medicine and pharmacy. The aims include:

a. Developing the system of higher professional education and continuing medical education in medicine and pharmacy;
b. Improving the quality of medical educational programs and research in the member universities;
c. Organizing international collaboration between the members of the Association in education, research and health care;
d. Facilitating development of professional labor markets in medicine;
e. Facilitating the adoption of high international quality standards for educational programs, research and training of researchers in universities of Russia and enabling the competitive edge for Russian universities and their graduates in the international educational and research arena;
f. Enabling high quality of medical education, provided by Russian universities at all levels;
g. Improving the legislative and regulatory base in education and research;
h. Facilitating academic mobility of member universities.

The Association's scope of operations includes:

1. Enhancing the potential of member universities via exchange of experience, methodical support and joint educational and professional development programs for faculty and researchers;
2. Organizing comparative sociological research in the Association's sphere of competence;
3. Preparing and submitting proposals for new regulations, methodical, financial, HR and resource support for the higher and continuing professional medical education to legislative and executive authorities;
4. Preparing and distributing methodical materials and practical developments enabling improved quality of higher professional education and research in medicine; recommendation of educational and methodical materials to be used as textbooks;
5. Organizing Russian and international competitions, summer and winter schools for school pupils and students in the Association's sphere of competence;
6. Coordinating HR initiatives of member universities; organizing job fairs and international recruiting in the Association's sphere of competence;
7. Cooperating with foreign and international educational, research and cultural organizations and institutions, as well as professional medical organizations, in the following areas:

- Providing Association members with information and professional consultations in the Association's sphere of competence;
- Exchanging curricula and other educational documents pertaining to higher medical education in Russia, China and other countries;
- Mobility of students, physicians and faculty;
- Short and long-term clerkships;
- Facilitating modernization of medical education in China, Russia and other countries;
- Performing research and publishing results of joint research;
- Developing and testing medical equipment;
- Developing proposals to improve health of the population of China, Russia and other countries, prevent and control major diseases;
- Holding joint cultural and sports events.

The Association has the right to collaborate with all interested parties including legal entities or private persons in order to achieve the above goals.

Regular Council

is represented by 10 Chinese and 10 Russian universities

Regular Council of the Association of Sino-Russian Medical Universities performs the following functions:

- governs the Association between the Congresses;

- guides members of the Association on the most effective use of financial, material and labor resources in priority educational, research, clinical and cultural projects;

- coordinates activities of the Association members hereunder;

- prepares reports and other documents for review at the Association's congresses;

- decides on accepting new members into the Association, as well as excluding current members in compliance with the provisions hereof.
